Aux espoirs suscités par l’année 1990 font suite les désillusions de 1991: le déclenchement de la guerre du Golfe, l’éclatement des guerres de Yougoslavie et l’effondrement de l’Union soviétique placent la politique étrangère suisse devant de nouveaux défis. Parmi les principaux thèmes des 62 documents édités figurent la conclusion des négociations sur l’Espace économique européen et l’accord sur le transit avec la CE, la politique migratoire et d’accueil des réfugiés, les relations avec les organisations internationales, les relations économiques avec l’Asie et l’Amérique latine ainsi que la poursuite de la coopération au développement et de l’aide humanitaire. I principali argomenti dei 62 documenti includono la conclusione dei negoziati sullo Spazio economico europeo e l’accordo di transito con la CE, la politica in materia di migrazione e rifugiati, il rapporto con le organizzazioni internazionali, le relazioni economiche con l’Asia e l’America Latina, come anche l’intensificazione della cooperazione allo sviluppo e dell’aiuto umanitario. The hopes connected to the year of change 1990 were followed by disillusionment in 1991: the beginning of the Gulf War, the Yugoslav Wars, and the dissolution of the Soviet Union meant new challenges for Swiss foreign policy. Focal topics of the 62 edited documents are the conclusion of the negotiations on the European Economic Area and the transit agreement with the EC, the migration and refugee policy, the relations with international organisations, the economic relations with Asia and Latin America, as well as the continuation of development cooperation and humanitarian aid.
